Summary/Abstract: The paper shows the application of a Balanced Scorecard approach to strategic management at Yanka Kupala State University of Grodno. The BSC together with TQM principles are used for the first time in Belarusian universities. SWOT analysis outcomes are presented in the paper. The authors showed the case of a strategic management process based of PDCA approach. A planning phase of the process is decomposed into SWOT analysis and strategic plan development. The latter shows interactions between the University mission & vision and organizational capacities with goal and objective setting as well as with the selection of a strategy to be realized. It is noted that after SWOT analysis a problem field was identified and then the problems were transformed into objectives. The model also shows that a strategy execution process mostly affects the internal environment. Monitoring & control processes as inputs have outcomes of an execution process and external and internal analysis. The final process in sequence is an adjusting process, which affects strategic plan development. Priorities and target clients of the University are listed. Examples of BSC components such as key performance indictors and their values are presented referring to the reality in the Belarusian University.
