Summary/Abstract: Environment phenomena, which complicate transition of the Russian economy to innovation-driven development model, are considered in the article. The absence of innovation culture in business environment is specified as one of the key problems of innovative economy. A modular educational program for small and medium scale businesses is proposed as one of the ways to solve the problem. The minimum knowledge needed to work the program may include knowledge of categories and concepts, as well as skills to think creatively and to do marketing and business planning. An important aspect of the proposed educational program is a clear division of innovative entrepreneurship into two different groups: “science-based innovative entrepreneurship” and the so-called “market-based innovative entrepreneurship”. These two categories are marked by fundamental difference between “laboratory-based” and “market-based” innovation activities.
