The New Higher Education Law – Principles and Details

Summary/Abstract: The paper examines three conceptions of new Bulgarian law of higher education and compares their approaches to existing problems. It finds out that regardless the differences between the proposed conceptions all three solve these problems in a similar way. They deal with questions of quality and financing, with the degree structure of the higher education system, student numbers and students enrolling, management and governance and recommend an academic autonomy accompanied by transparency and accountability as well as funding mechanisms based on competition. The proposed solutions are a good basis for preparing a modern higher education law.
