Summary/Abstract: With the Excellence Initiative the German federal and state governments will spend an extra 1,9 Billion Euro over the next five years on university research. The money will be distributed to projects through three funding lines for a) graduate schools b) research clusters and c) institutional strategies that are designed to develop the respective university towards an outstanding international research institution. The effect of this policy will be a measurable improvement of quality and visibility in German university research. It will boost the already existing trend toward heterogeneity in the university system but also means further appreciation of research in comparison with teaching. In the long-term the most notable innovation will be the university’s compensation for overhead costs when conducting project research. This will give successful research universities an extra source for funding their institutional development. Despite the expected positive effect of the Excellence Initiative its lay-out and the underlying higher education policy are still in need of some changes in order to optimize the effects caused by the extra tax money spent for university research.
