Summary/Abstract: State universities are under an increased pressure by legislatures to become more involved in knowledge transfer with the private sector and encourage their scholars to develop their findings into marketable products and services. At the same time state universities are still under strong government control since they are funded mostly through tax revenues and governed much like any other state administration. The entrepreneurial university on the one side and the public authority for higher education on the other are hard to combine. Economic theory delivers good arguments for both positions. But if one assumes that there is no sharp line between a public and a private good in the process of transforming a new idea to a marketable product there is reason to ask for a lift of government control over its universities to leave them room for entrepreneurial behaviour.
