The
Internet is going to be divided into a professional networking
area for science, economy and the worldwide exchange of valid
information, and a second area, which will retain the original
"anarchy" of the web
Cultural periodicals contain highly valuable
information and must therefore keep pace with emerging professional
web services.
Only very few editors of Central European
cultural periodicals - and the same is valid for Western European
ones - can really afford to distribute their products free of
charge on the web.
C.E.E.O.L. therefore offers them a technical
platform for publishing, distributing and selling their publications
in an electronic edition via the Internet.
We have not only setup web representation,
but also a detailed catalog database and all the facilities for
online payment which would most likely be too expensive for individual
publishers.
C.E.E.O.L. is a library and document shop
to be used by numerous publishers for the electronic publishing
of their periodicals. It organizes worldwide subscriptions and
document delivery, enabling the capture of new markets, the maintaining
of web archives, and receipt of payment for each downloading in
the same manner as any sale of a printed edition.

Targets
and Markets
C.E.E.O.L. is a specialized portal for Central
and Eastern European publishers and their products, i.e. books
and periodicals. Its main target groups are scholars, journalists,
media newsrooms, research institutes, intellectuals, artists,
cultural workers, and last but not least, emigrants from Central
European countries spread all over the world.
C.E.E.O.L.'s service is to provide them with
the above mentioned publications in electronic format, offering
the possibility of pay-per-view.
To enhance the attractiveness of C.E.E.O.L.'s
portal and to draw as much attention to the library as possible,
C.E.E.O.L. offers additional free added-value services such as
detailed information regarding:

to more than 7,000 commented links to Central European web sites

It is our ambition to make C.E.E.O.L. a must
for each individual or institution interested in Central and Eastern
European affairs, worldwide.
C.E.E.O.L. focuses on publications in the
fields of literature, social sciences, politics and humanities,
arts, and culture. A future expansion to economic and other information
sources is envisioned.

Techniques
The basic document units which can be downloaded
from C.E.E.O.L. are the separate articles from participating periodicals,
in PDF format.
Therefore the bibliographic registration in
the catalog is a database of articles. To register the articles
each editorial office will receive the DiBiDo for Digital Bibliographic
Documentation software.
To store the articles in C.E.E.O.L., the editors
are requested to produce a postscript or a PDF file of each article
in an issue. After the bibliographic registration in DiBiDo, the
program automatically creates a compressed archive of the files
and the database. This archive can be sent by email to C.E.E.O.L.,
where it will be automatically decompressed into the library database.
