C.E.E.O.L. is the result of 10 years of work by the Frankfurt Eastern/Western European Cultural Center PALAIS JALTA. During the 1990's, the annual book fairs in Frankfurt offered the most appropriate opportunities for networking among publishers, as well as for discussions and all kinds of public events.

In 1998, the company QUESTA.Soft GmbH arose from the Cultural Center. From the very beginning, the company started to build-up the technical and logistical basis for the future operation of C.E.E.O.L. The cooperation between PALAIS JALTA and QUESTA.Soft mirrors the political and cultural, along with the economic intentions of C.E.E.O.L.

C.E.E.O.L.'s intention is to be an online LIBRARY and DOCUMENT SHOP. Its CONTENT is provided by numerous publishers and editors, mainly from Central European countries, along with those from the West who deal with Eastern Europe, its histories, languages and literatures, along with its cultural, social and political realities. C.E.E.O.L.'s goal is to become the Internet's main PORTAL to Central and Eastern Europe.

LIBRARY means that all documents available in C.E.E.O.L. are registered in a catalogue database which allows online-research by all the means provided by traditional libraries.

Our CONTENT consists of electronic versions of publications (mainly periodicals) from different fields of culture and science. In a second step, we have begun to include the electronic re-edition of books.

PORTAL which makes many additional resources from or about Central and Eastern Europe accessible. C.E.E.O.L. will become the main web portal for this region of the world.

The project's primary concern is to make documents available to a public which can currently only gain limited access when using traditional channels or who have been previously unaware of the existence of these documents.

Any evaluation of C.E.E.O.L. should be considered from a double point of view by regarding both the impact on the users' and on the publishers' side.

C.E.E.O.L.'s scope is to provide a closer alliance between the people of Europe, based on shared values, taking into full account national and regional identities, cultures and values, and especially languages, in the context of the European Union's enlargement.

C.E.E.O.L. aims to enable communication among the actors in the East (authors, publishers) and their readers and counterparts in the West by providing a stable platform on which this communication can flourish. And, whenever we speak about "the West" we in fact include the entire world outside of Central and Eastern Europe.
